Humanitarian Dialogue in Lybia
This process is in disarray and has failed to empower the Libyans to take charge of their own destiny by initiating a truly Libyan-led inclusive intra-Libyan dialogue. North African countries and the Maghreb countries in particular, who are both the most connected with Libya as well as the most knowledgeable about its history and politics, and the most directly affected by the destabilising Libyan conflict, have been largely side-lined. The decades-long rivalries among the Maghreb and North African countries have effectively led to their marginalisation by foreign mediation efforts despite an extraordinary convergence of their national interests.
